Pedestrian killed by car today. White Plains is pedestrian hostile.

This morning walking to the supermarket in the City Center along Church Street I saw that Main Street was closed and there were several police cars. I asked an officer what had happened and he told me that a pedestrian had been struck and killed by a car.

In the middle of Main there was stuff, including a bag, on the ground suggesting that the accident was near Church Street rather than the T intersection of Main and Mamaroneck Avenue.

It's one of many messy intersections. Pedestrians often cross against the traffic light there. Cars on Mamaroneck Avenue must make a right onto one way Main and then a quick left to go onto Church Street.

Those usually/mostly empty and useless Hudsonlink buses on Main make a left onto narrow Church Street often with cars parked on the right side of Church, something allowed in recent years.

Could this death have been prevented with different policies? I don't know but walking in downtown White Plains should not be nearly as dangerous as it has been for decades.

Just yesterday a friend told me how different it was on her recent trip to seven countries in Europe. Cars cannot go everywhere and they go slowly. There are real bike lanes, not dangerous nonsensical ones that satisfy do-gooders.

Many Europeans take public transportation according to my friend. Here even the county Bee Line buses are rarely even half full. We can't all drive whenever we want, wherever we want. And we need to slow down.

New speed limit in White Plains? There was an old speed limit?

There are two priorities in White Plains:

- Let cars speed through during rush hour with no benefit to the city. It's sort of like letting strangers use your bathroom. Apparently it's a benefit to businesses in the area.

- Let house owners speed through downtown to get to/from their houses quickly.

The mayor said the lower speed limit will make White Plains streets safer for pedestrians, cyclists and motorists.

In February, the White Plains Common Council determined that making roadways safer in the city is a top priority and approved an ordinance reducing the speed limit throughout White Plains from 30 to 25 mph.

Starting in May, the White Plains Transportation Department will begin the process of installing new signs indicating the new citywide 25 mph speed limit.

All city streets except for the following will see the changes:

Bryant Avenue
Central Avenue
Central Westchester Parkway
Mamaroneck Avenue
North Broadway
North Street
Old Mamaroneck Road
Tarrytown Road
Westchester Avenue
White Plains Avenue

The speed limit has been 30 miles per hour (mph)? How could you tell? Today I walked along Bloomingdale Road, Mamaroneck Avenue, then Bryant Avenue. My guess is that pretty much every car was going way faster than 30 mph.

Not mentioned, so limited to 25 mph starting in May 2024:
Main Street
Hamilton Avenue
Martine Avenue
Maple Avenue
Post Road (south of North Broadway),
South Lexington
Bank Street
Lake Street.

I probably missed some other motor speedways.

It's obvious that neither the Traffic nor Public Safety Commissioners give a damn how pedestrian hostile White Plains becomes, so how about a Pedestrian Commissioner, someone who represents the interests of pedestrians? ...

The Traffic Commissioner has established non-intuitive rules such as cars being allowed to turn from other than the immediate lane, such as Main Street turning right onto Lexington Avenue where cars from the TWO right lanes may turn.  The Public Safety Commissioner allows cars to get away with this trick even where it is not permitted ...

... neither the mayor nor the common council members do anything to make WP less pedestrian hostile.

The document is a bloated and pretentious mess. Worst of all is that, aside from a new apartment building under construction, the train station and its surrounding area remain the same dysfunctional mess they've been for decades.

The changes to the train station:

1. Corrected bad original design.

2. Made up for three decades of neglect.

Try walking down Barker Avenue, which turns into Water Street for some reason, to the train station. It gets worse the closer you get. You're faced with the same ridiculous array of confusing entry and exit lanes. It's dangerous to walk cross Ferris Avenue. It's the same as before.

There's still no plan for the surface parking lots. Does anyone know who owns the air rights above the train station?

Was it another "Transit District" caliber attempt to get things organized? It was standing room only.

The Consolidated Plan 2020-2024 referenced above is about housing. Really. It should include other issues.

It parallels Mamaroneck Avenue to the east between Heatherbloom and Ridgeway. But it's split in the middle: one way going north and one way south. Cars can only enter from the middle. Obviously, this is to limit and discourage through traffic, especially last night to get an up close view of the Christmas lights on the houses.

This is in stark contrast with Barker Avenue, which has zero houses but several apartment buildings, including two for seniors. For years HUGE regional buses have been driving down Barker Avenue to the area near the train station despite messages from me asking that this be changed. At the very least these useless buses with few if any passengers should be routed down completely NON residential Hamilton Avenue.

Traffic on Barker will become unmanageable in 2023 when that new huge and inappropriately ugly parking garage on Barker becomes operational for the new twin residential rental buildings at the corners of North Broadway and Barker and Hamilton.

The Common Council should walk over there sometime.

That blank facade of the garage facing the street has a sort of Darth Vader look, don't you think? It's much more Darth Vaderish at night in the dark.

That's planning? Who approved that? It's only a couple of blocks from city hall. Did any of them ever walk over and check it out? ...

Oh, and the traffic ... it may become so great that the mega buses (with few, if any, passengers) that thunder down residential Barker Avenue towards the bus gathering area, will decide on their own to do something that White Plains city government has declined to have the buses do: switch to non residential Hamilton Avenue.

New York "state's designation of White Plains as the hub for the east-west Lower Hudson Transit Link"...

Mayor Thomas Roach and others have delusions of grandeur dancing in their heads. As documented here, the Hudson Link buses have had almost ZERO passengers. It's been a local, state, federal government boondoggle. The number of cars has not decreased as the number of buses continues to dangerously increase, all at the loss of quality of life for downtown residents. The mayor and almost all Common Council members for the last half century live in house neighborhoods outside downtown. They are elected at large, not by geographic district. The current bad policy is just the most recent because of that basic disconnect...

Most of the train station work is neglected routine maintenance for more than three decades following bad original design. And apparently much of that is due to the city selling out and letting downtown become a giant bus terminal. Of course, none of this impacts any of the Common Council house neighborhoods.

Can Downtown White Plains Save the Galleria Mall?

Referring to “the great wall of the Galleria,” Roach says the rehabilitation of the downtown area including and surrounding the mall was one of his first goals as mayor.

“That section of the city is devoid of street level services, and it is cold and antiseptic,” Roach says. “I think we’re going to turn it into something that’s alive with street life, like what you see on Mamaroneck Avenue.”

Earth to mayor. Earth to mayor. Come in, mayor. Mamaroneck Avenue has two lanes of traffic, in each direction, moving slowly, in part, because of parallel parking on each side. Main Street along the north "street life" side of the Galleria mall is FOUR lanes in one direction going pretty fast and made more interstate like by all the HUGE busses, most with few passengers, some (think Hudson Link) with ZERO passengers. Oh, and there's no parallel parking; it would slow the speeders. 

There's also the pedestrian death defying two lanes (sometimes three) turning left into the crosswalk onto MLK Blvd in the middle of the Galleria. Some of those turning cars must quickly move three lanes to the right to make a right turn onto Hamilton Avenue, one of too many such dangerous downtown intersections to which city planners and officials have become numb and disinterested.

Yeah, who wouldn't want that kind of street life?

You can see why CC members do not and cannot represent the interests of the majority of WP residents who live downtown in apartments. They all live in houses, mostly in the same area. None live downtown. With District-Based Voting most of them would not be on the CC.

WP might as well have its city government decisions made by people living in Scarsdale. Our CC members may be well intentioned but they visit downtown as non-residents do: they drive in, park, do some stuff and drive back. Most of their decisions are based on driving and parking. That's why WP is so extremely pedestrian hostile.

WP is Motown, the most pedestrian hostile place I know. Every issue is impacted by the city government's reverence for cars. It is Dodge city. Drivers get away with infractions ALL day long. There is minimal enforcement of traffic laws. If CC members walked around downtown occasionally, they might know this. Instead they stay in their suburban enclaves and visit citizen groups that represent those enclaves. Let's save tax money and just have the Scarsdale government make decisions for WP. They have as much vested interest.

White Plains will become even more pedestrian hostile as it adds thousands of new private parking spaces in new apartment developments that the house dwelling Common Council members have and are approving...

That's roughly 2,000 more parking spaces in downtown with more to come. Such development in New York City is sustainable because New York has mass transit. White Plains only has a sliver of the county bus system, the Bee Line, which is totally inadequate for moving people around White Plains even if they were inclined to consider using it.

So, have you ridden a Bee Line bus this millennium? If not, why would you expect people moving into these thousands of new apartments to use it? How will they get to the train station each morning to commute to New York for work? And where will they park? ...

The tradition of White Plains apartment residents being too dumb and lazy to engage continues with the people who live in the houses away from downtown continuing to make the decisions that increasingly seem impractical without some form of transportation other than cars...

When the TransCenter revitalization task force has its first public meeting in the library on the evening of Feb. 11 (2016), ask whether anyone in the room has ridden a Bee Line bus this millennium. If the answer is close to none, then the nature of the problems will be apparent. The next question is whether the City will do anything differently or will it continue to expand the use of personal cars until their movement has everyone going nowhere.

More pedestrian hostile than ever. Tuesday, March 26, 2019

More cars than ever.

More buses than ever. Isn't that good? It might be if they didn't have a greater percentage of empty seats than ever. Oh, and if the buses weren't driving more and more on congested streets in downtown White Plains.

2-3 lanes of traffic turning simultaneously on five lane roads AND immediately crossing diagonally parallel to the crosswalk unable to see pedestrians.

About three years ago the mayor repeatedly criticised the urban planning of half a century ago, which included creating the many 4-5 lane one way streets in downtown White Plains. But not a single change has been made.

Now 5,000 new apartments are being added in downtown White Plains with more parking spaces than the number of apartments. What the heck? ...

White Plains Common Council members for the last half century live in houses outside downtown White Plains almost exclusively. They are elected at large, not by geographic district. They represent the people who live on their street. Those people are interested in one thing: being able to drive from their house into downtown White Plains in ten minutes. That's it. Anything else is superfluous...

Downtown White Plains is pedestrian hostile in the extreme and getting worse by the day. If White Plains Common Council members ever walked around, they might know that.

Nothing. White Plains is doing nothing. Oh wait, White Plains got itself declared a transportation hub for the lower Hudson Valley. Why? To get more money for the cheap MTA to finally improve its train station here: catching up on 30 years of neglect and correct fundamental problems with the original design.

In exchange for that White Plains gets a huge influx of regional buses, that not only go to the train station but also drive through the already overcrowded downtown streets. What percent of the passenger seats on those buses are occupied in downtown White Plains? The Hudson Link buses are a complete joke as many, if not most, have had ZERO passengers. ZERO...

The half century old White Plains car model is neither walkable nor sustainable but no White Plains decision makers show any real understanding, much less inclination to actually change anything.

Not one downtown 4-5 lane street has been improved. Not one.

Not one downtown street corner has been improved. Not one.

White Plains decision makers have no idea how pedestrian hostile White Plains is because they don't live downtown. They only visit the city for which they make quality of life decisions.

The only issue in White Plains: residents in suburban White Plains houses being able to drive to/from downtown in ten minutes...

Solution: election districts instead of Common Council members being elected at large. The reality is that the house residents keep their own in power and we downtown apartment residents are too dumb and lazy to take over as our numbers would support.

So White Plains schlepps along, the convenient compromise.

About four years ago the mayor criticized the urban planning of half a century before, especially the many one way 4-5 lane streets in downtown. However, not a single improvement has been made. And the streets are more pedestrian hostile than ever because of the ever increasing number and size of the buses that have a very low percentage of their seats filled with passengers. This includes the $115 million a year Westchester County Bee-Line bus system.

- ruling elite living in houses and dominating the Common Council with membership probably 90 percent of member time on that body for the last half century.

The house residents use downtown for their convenience and amusement with no practical regard for the quality of life there. The only issue in White Plains is making sure that the house residents can drive to downtown and park in ten minutes. To facilitate that White Plains long ago established 4 and 5 lane one way urban speedways that even the mayor criticized, although not recently.

White Plains is pedestrian hostile in the extreme but the Sizzle video would have you believe just the opposite. It did not show a single mega bus, including the virtually always empty boondoggle Hudson Link buses.

The lack of downtown open space was not just overlooked but obfuscated by the mention of parks, plural, when there is only one real park, that between Lake and Main Streets.

What street or intersection has been improved this millenium?

About four years ago the mayor criticized the urban planning of half a century before, especially the many one way 4-5 lane streets in downtown. However, not a single improvement has been made. And the streets are more pedestrian hostile than ever because of the ever increasing number and size of the buses that have a very low percentage of their seats filled with passengers. This includes the $115 million a year Westchester County Bee-Line bus system.

Based on observation in downtown White Plains, including the bus depot at the train station, a reasonable guess is that 90% of Bee-Line buses are less than 50% occupied. Casual observation seems to be way more than anything experienced by White Plains Common Council members, the county executive and county legislators.

The only issue in White Plains is people living in the houses in the suburbs of White Plains being able to drive and park in downtown White Plains in ten minutes. Bingo bongo end of story. Oh, and attending the occasional candidates debate at the library to extol the virtues of White Plains being walkable, an alien concept to them, much like pedestrians. Maybe if they rode the Bee-Line, ...

NYC closed 14th Street. What's White Plains doing?

Rhetorical question.

The city takes its crackdown on cars to 14th Street, a crosstown route for 21,000 vehicles a day, which will be virtually off limits.

Cars — including taxis and those working for ride-hailing apps — will be banned from driving across a one-mile stretch of 14th Street from 6 a.m. to 10 p.m., seven days a week, under an 18-month pilot program that could be made permanent.

Nothing. White Plains is doing nothing. Oh wait, White Plains got itself declared a transportation hub for the lower Hudson Valley. Why? To get more money for the cheap MTA to finally improve its train station here: catching up on 30 years of neglect and correct fundamental problems with the original design.

In exchange for that White Plains gets a huge influx of regional buses, that not only go to the train station but also drive through the already overcrowded downtown streets. What percent of the passenger seats on those buses are occupied in downtown White Plains? The Hudson Link buses are a complete joke as many, if not most, have had ZERO passengers. ZERO.

Common Council members,:
- Have you ridden a bus in White Plains this millenium?
- Have you traveled to city hall in other than a private car?
- After your ten minute drive from your house to downtown do you walk more than a block from your car?

Common Council candidates and their house constituents drive to a debate at the library and talk about:
- White Plains being walkable
- sustainable White Plains.

The half century old White Plains car model is neither walkable nor sustainable but no White Plains decision makers show any real understanding, much less inclination to actually change anything.

Not one downtown 4-5 lane street has been improved. Not one.

Not one downtown street corner has been improved. Not one.

White Plains decision makers have no idea how pedestrian hostile White Plains is because they don't live downtown. They only visit the city for which they make quality of life decisions.

The only issue in White Plains: residents in suburban White Plains houses being able to drive to/from downtown in ten minutes. And they think they're entitled to park for free and don't understand why that's not the policy. White Plains decision makers all know it but none will address it.

Solution: election districts instead of Common Council members being elected at large. The reality is that the house residents keep their own in power and we downtown apartment residents are too dumb and lazy to take over as our numbers would support.

So White Plains schlepps along, the convenient compromise.
