There's no date but it clearly specifies the dates "to furnish heat ... from September 15 - May 31 to maintain a temperature of 68 degrees".
I don't think that the management of most apartment buildings knows this. I'm sure that most residents do not.
The City should make stuff like this clear and easily known. And there should be easy ways to contact the City to get action if needed.
The document does not specify how or where to complain.
