Happy 50th Anniversary, Board of Legislators
Westchester County's governing body was established in 1703 as the Board of Supervisors. It remained such until the court ruled in 1965 that the Board of Supervisors did not adhere to one person, one vote representation. The court established a County Board with seventeen legislative districts of equal size represented by a single Legislator. At its first meeting on January 5, 1970, the body was renamed the Board of Legislators.

OK, the Westchester County Board of Legislators is not a very positive example of a legislative body but the point is that the City of White Plains does not "adhere to one person, one vote" with its Common Council elected at large. None of these governmental bodies operate that way:
Westchester County
New York State
United States of America.
They all at least try to "adhere to one person, one vote". White Plains doesn't even try.
